Joe Carroll

A Titan in Water Law.
Joe grew up in Cincinnati, Ohio, but made his living in the West. He attended undergraduate school in Montana and law school at Gonzaga University. Throughout his career, Joe was actively involved in volunteer service, including as an adaptive ski instructor, soccer coach and on the State Soccer appeals panel. Joe’s legal practice focused on water law. He represented numerous irrigation districts and water districts throughout Spokane County. Prior to joining WHC Attorneys, Joe was a solo practitioner for 23 years. Joe retired from the practice of law in 2025.
